In the MusicXML exported file, the is set to 0.00
This is not a problem for re-importing the MusicXML file into Musescore, but it is not valid for import into other programs (such as Harmony Assistant)
With Musescore version 2, the staff-distance was set to a significant value, such as 65.

Known issue, solved with #280121: Frame text positions incorrect on MusicXML export. Pull request has been queued for quite some time. See:

Tested this day with version 3.0.2.5315 on a large score: the issue is not solved.
After more tests, the problem of distance between staff set to zero is solved in version 3.0.2 for usual scores.
But there is a complete garbage of the vertical layout when "Format>Style>Partition>Masquer les portées vides dans les systèmes" is set [Hide the empty staff]
Workaround: uncheck hide empty staff before exporting to MusicXML
If the MusicXML spécification does not include provision for hiding empty staff, Musescore shall always unhide empty staff before exporting to MusicXML.
