String numbers, Right hand guitar fingering: allow them to move on or across staff

OS: Windows 10 (10.0), Arch.: x86_64, MuseScore version (64-bit): 3.1.0.5686, revision: 383b6d9

There is a problem with String numbers and RH Guitar fingering. They cannot be moved onto or across the staff unless you turn off autoplacement. Both of these actions should be possible with AP on, as it is with "LH Guitar Fingering" and "Fingering".
