Do you have MuseScore 3.0.x and 3.1 Beta installed in parallel?
Such a problem had been mentioned in that context. Can't find it currently though, not sure whether issue tracker or forum

OS: Windows 10 (10.0), Arch.: x86_64, MuseScore version (64-bit): 3.0.1.5087, revision: 06a66a2
Well, 3.0.1 is pretty outdated, so first upgrade to 3.0.5. Or wait till next week and go to 3.1
But no 3.1 Beta installed in parallel?
Maybe the only way to get rid of those empty entries is a factory reset

Thanks Jojo! I just downloaded and installed update --no change...
Now OS: Windows 10 (10.0), Arch.: x86_64, MuseScore version (64-bit): 3.0.5.5992, revision: 58dd23d
The problem is I can't even run plugins-- can't even see them. I guess I can learn how to run command line but...
Try factory reset, Help > Revert to factoy settings
Looks similar to #286727: Empty entries Menu Bar under Plug-Ins, if so then it should be already fixed.
