  1. enter a triplet for the bass drum beat in a percussion track
  2. try to tie together the first two notes of the triplet to get a shuffle beat
  3. it won't do it

You mean in measure 86? In the 1st bass drum triplet you can tie the 2nd and 3rd. Looking why I see that those 2 are an akkustic basedrum, the 1st is just a bassdrum, so a different "pitch", h1 vs c2, fixing that and the tie works.
Guess that is be design, ties only work between the same pitch, that those 2 show on the same line/space is irrelevant here
