This is similar to a previously-reported issue #285856 that affected MuseScore generally and was fixed with v3.1; however the bug remains with the abc import dialog box
(1) Plugins > plugin Manager > Add abc_import to plugins
(2) Plugins > ABC Import
Box opens up, does not respond to Microsoft Surface, but does respond to trackpad.
