Musescore 3 Install Error

Whenever I try to install, I get the message "The system cannot open the device or specified file" This happens immediately after I click the install button. Another dialog says there may be a problem with the package. Error code 2755

I suspect the problem may be related to my having turned C:\Windows\Installer\ into a linked directory between my C and D drives. That 20Gb directory was too much for my 256SSD to handle so I moved it to my 1Tb D and linked it about a year ago. I cannot undo this change, as there's not enough space on my C (not that I would anyway). I had previously installed MuseScore 3.0.5 a couple months ago without any problem (aside from MuseScore 3 crashing every time I tried to save). It does point to the issue being with the 3.1 installer, I think. This happens both when I try to upgrade and when I run the installer manually. I uninstalled and rebooted to see if that would help the situation, but no dice.
