https://musescore.org/en/project/harp-pedal-diagram-0 is supposed to be a plugin that makes harp pedal diagrams. I don't know how well it works or if it meets your needs. Besides the flageolet symbol (in articulations) and glissandi, I'm not familiar with many harp specific symbols you might need.
The Pedal symbols (Salzedo style) can be inserted as a text, opening the Special characters window clicking the alpha symbol at the left of the text bar that opens when editing the text. Once there select Music symbols and then Harp technique. The first four characters stand for sharp, natural, flat, and left/right pedal separator. The only problem is that at 10 pt font size they are tiny, so they should be increased at least to 20 pt. You'll find other symbols there.
