Open the attached 2.x score and take the reset. Notice the duplication of the TAB clefs on pages 2 and 3, and what looks like a courtesy TAB clef at the bottom of page 3.

Origine: XML file
(I saw some "curiosities" also with the TABs in this format)
It would be probably useful to attach this original xml file.
In the meantime, delete the second staff, recreate it (linked or not), and the problem is gone.
Edit: of course, if you can reproduce from scratch with an original MuseScore file (can you?), it would be another thing.
It appears that the bug originates in the 2.3.2 file. As cadiz1 points out, creating a new Tab staff in Instruments solves the problem.
