deleting a staff deletes notes in the other staff

Anyone know a work around for this?

here is a picture showing the strange behaviour, if I delete the bottom bass clef, the blue note disappears even though I previously moved it into the upper bass clef with shift command up arrow. It is still being mistakenly still being associated with the bottom bass clef it would appear.

Reason: This note is still an member of the bottom staff. Only shown in the top staff.
Ctrl+Shift+Up- (or Down) arrow command(s) doesn't move a note to the top (or bottom) staff, it just shows it there.

In order for a note to really be a member of the top (or bottom) staff, you must enter that note in the top) or bottom) staff.
