(change direction of the stems in tablature).

Il preview è OK ma nella partitura non succede nulla

Status active by design

It's by design. The reason is that you use two voices. With a single voice, the result is as expected (on the picture below, first measure, so below/down)
As soon as you add a second voice, direction of stems changes, of course, as expected (second measure, same pic) and as in standard staves.

Eventually, what you can do - but if I were you, I wouldn't do it! -, you can use a second staff (not linked), and after copy-paste standard staff in TAB staff, you exchange voices 1-2 of the TAB staff via menu Tools/Voices. To get this:

Or, better (but simply my own opinion/practice), use a TAB staff type "Simple". And the question of stems in TAB staff will never arises again :)
