To reproduce the bug:
1) Create a single-instrument score (e.g. jazz lead sheet) with more than 3 bars
2) Click on the barline after the first full bar to select it
3) From the 'Inspector' panel change the barline type to 'start repeat'
4) Observe that the 'start repeat' barline that is created is after 2 full bars, not 1. Doing this experiment with other barline types (e.g. 'double') creates the barline after 1 full bar, as expected.

Workaround:
Providing the start repeat barline isn't wanted after just 1 bar, it's easy to select 1 barline further back to create the start repeat barline in the desired location.

I can confirm this, but I should point out also that using the Inspector is not the recommended way to create repeats in the first place. You should be using the palette, and that works as expected. So that's the real "workaround".
