I don't understand why playback skips the 1st volta in measure 46.
If I select a note in measure 44, and press play, the playback completely skips measure 46.
I'm using musescore version
OS: macOS 10.15, Arch.: x86_64, MuseScore version (64-bit): 3.2.3.22971, revision: d2d863f

I think I see the problem. I'm not sure whether it is a bug, or just Musescore trying its best to play a weird score.
I was missing the left-hand partner of the repeat bar. When I add it to the beginning of measure 39, the playback works as I expect.
The 'left hand partner' is, if missing, implicitly set to start of score (or section).
Similar for the 'right hand partner', if missing is set to end of score (or section)
Not in this score though, as there is a nohter end repeat in measure 36.
Repeats don't nest, not in standard music notation nor in MuseScore
But maybe you intended a new section to start at measure 38 (or 39, or this is just there ti have a break between section?), at the time sig change?
Adding one there would have the same effect as adding a start repeat, see above

It is bizarre that musescore interprets the 1 volta as skip-this-measure when the left-hand-partner is missing. The score doesn't have any "sections". Although that's a very good suggestion, but the score I uploaded doesn't have any.
It probably treats it as the 2nd round of the previous repeat
