you should find that the percussion panel that pops up at the bottom is cut off so it cannot be edited.

I don't have this issue but I suppose it's sizing problem. If dragging the top of the panel to enlarge it doesn't work, try hiding the palletes and inspector to see if those would give room for the percussion panel.
Not just the drum palette, everything in your GUI is way way off, probably MuseScore is unable to detect your monitor resolution correctly for some reason. Try the "-D xxx" command-line option, where xxx is your monitor resolution in DPI. Also you may or may not need to increase the sizes in Edit / Preferences, both the General and Advanced tabs.
