How to"s

I"m trying to keep 3 measures per line in my score sheet,
I find it hard to do that,
I use the "Stretch " command to push the reserve of measures that I have but I must repeat the command many times over,
If I change the Time Signature from 4/4 to 2/4 then automatically the measures are rearranging in a "weird" way (not the one I would like).
Is there any way that I could follow to resolve this?
