Cross-staff notation

Hello, I was wondering why that, whenever I use this that it leaves the bottom staff as a whole rest. Is there any way to hide it? Or if I am somehow doing it wrong. The handbook said to use Ctrl and Shift with the down arrow, and I do that. But it leaves a whole note on the bottom staff.

When you use cross-staff notation, the notes aren't really moved to the other staff, they are merely shown there. They don't belong to the staff where they're shown, but still to their original position.
That is why there is still a rest in the other staff, it still contains no music itself. Also note that there is no rest inserted in the original staff, as those notes still take up that timeslot there.

If you actually meant to move the notes to the other staff, then you probably don't need/want cross-staff notation, but simply copy/cut and paste from the original staff into the new staff.

In some cases, it indeed makes sense to not show the rest in the other staff; avoiding collisions and/or clutter. In that case, you can mark that rest as invisible.
