When adding a sharp or flat etc when adding notes in the score in N mode you cannot add from the file menu sharps naturals etc with out coming out of edit mode ..

Where in the File menu you see flats, sharps, naturals? Don't you mean the palette?
Are you really on MuseScore 3.3 (and which exactly), not the lates 3.4.1? Which Operating System.

You can sharpen or flaten a note via the up and down arrow keys BTW, or via keyboard shotcuts (which you may need to set up first)

To enter accidentals, click the accidental button on the toolbar before entering the note, same as how you select duration or voice.

Or enter the note then apply the accidental from the palettte, or using the up/down keys on the keyboard as mentioned.

It's true, though, there is no menu command to add accidental. Maybe there should be? Although it's not clear what the exact semantics should be for note input vs normal mode. Maybe it should really be "toggle natural/flat/sharp", which is what the toolbar buttons really are.
