Using MuseScore3 3.3.4 on Fedora, plugins are in the /home/user/Documents/MuseScore3/Plugins folder, but are not visible in the "Plugins" menu. Plugins which are installed by default are indeed working.
If i try to reload them, i am only seeing:
qt.qpa.wayland: Wayland does not support QWindow::requestActivate()
QQmlComponent: Component is not ready

What happens if you load them into the plugin editor and try to run them from there?

It showed me that i lacked qtquick-dialogs, i've installed the package and the problem resolved. Probably that is just my issue, for some reason the qt5-qtquickcontrols package was not installed.

It is a missing depenency which you should report to the distribution maintainer
