Copy / paste does not work with a staff that uses a different time signature.
In this picture, the time signature of the right hand staff is 24/8, and the time signature of the left hand staff is 4/2.
The first one is 4/2.
Notes and rest in the right staff cannot be copied or pasted.

This indeed is a restriction of the local time signature feature (even if the error message itself is nonsens and as such a bug in itself)
