Decreasing Stretch not Working with All Bars
I'm going through and fixing this score up. I've done the first two pages successfully, but the third page is giving me issue. When I try to decrease the stretch, simply nothing happens... I know that the scaling is rather high, but this is because I am putting the score together for a 98 year old lady who asked me to have the notes big so she can more easily read them. Somebody help me! Thank you.

Page Settings to A3? But you have to fix the corrupt measure.
Those measure are awfully full, I don't think there is physically room to fit more than one measure per line with all those 32nd notes given your current settings. You could try reducing the "Minimum note distance" in Format / Style / Measure, if you get it close to 0 you can fit a couple of measures on a line, but you'll have to judge if it's worth it.

Thank you very much for your reply Marc, but when I went to Format and then Style, I could not see measure. Why might this be? Attached I've included a screenshot of what I see when in the Style settings.
