Spamming users should be marked out

As the number of MuseScore users grew, it became clear that some users were abusing MuseScore.com's music publishing features, such as using them for advertising. I think a new reporting function should be added to keep the community clean.

This user, xiaokengnao2, has published 4 empty scores, the title of each is an advertisement in Chinese describing a suspected diploma counterfeiting business.
