Let's say I want to change some parameters for a style involving text, including for example, Staff Text, Chord Symbols, Lyrics, and Rehearsal Marks. All of those appear in the list that comes up when I select Format > Style. But only some of the parameters are available in that first list. To access more of the parameters, I need to choose Text Styles from the bottom of that list, and then choose from THAT list. And it's not clear to me why some parameters are in the first list, and others in the second.

Hope I'm making this clear.

It's clear. FYI, the distinction is intended to be that a "text style" is a particular group of settings common to all text - things like position, font, size, etc. So those are all presented together in a unified "Text Styles" page. Whereas certain elements have additional properties that are unique to their specific interpretation, and those go in separate pages. In practice there is gray area, like how some elements support separate above / below placement and others don't, really no reason that couldn't be supported for all or at least most text elements. Also FWIW, most of these settings can also be made through the Inspector, either for individual elements or for all of that type using the "Set as style" buttons. There is work underway to simplify that process, and it's possible the style dialog itself could be part of that.
