Add "Closed Orchestral" template

The template in which each kind of instruments (except Violins I & II and 4 Horns) is combined in one staff, like "Flutes 1 & 2", "Oboes 1 & 2", and so on.

Well, a typical closed orchestral score notates the two same kind of instruments as chords (in one voice) whenever possible (except special occasions), and I haven't seen a single score which doesn't do this. So you never have to use voice-to-part feature because it won't separate chords in one voice. So this shouldn't be a blocker.

True, but I do worry it would expose the problem more. Right now we don’t really advertise the feature because we know it doesn’t really work. Having a template that at least appears to encourage its use seems likely to backfire. And even though most published scores use chords rather than voices where possible, that’s not going to work with parts, so I’d rather not encourage that too much either.

Which is to say, I’m not opposing the template, I’m suggesting there would be more value to more people in fixing the problems with voice-to-part, so I’m encouraging anyone who might think of working on this to work on the other first, or maybe finding someone else to encourage to do so.

FWIW, I doubt the problems with the voice-to-part feature are hard to fix. Probably mostly a matter of checking trackZeroVoice() rather than track() itself in a few places to make sure we see the key and time signature changes, etc.
