How do I join measures. the book says to got edit-measures-join measures, but there is no "measure" in "edit"

If you're using UK English instead of US English it would be called a "bar" instead of a "measure".
If by "book" you mean "Mastering MuseScore", note that applies to MuseScore 2, since then the Measures submenu has moved to the new "Tools" menu.
