First make sure that you apply the plugin to a specific Tin Whistle staff (and not to a Voice or other instrument)
And two, I think the main problem (it was mine too before the test) is to solve the Windows10 font non-visibility problem, see: #280244: User fonts not visible to MuseScore 3 (Windows 10)
(and its workaround.)
That's done, it works.

Either the OP did not do it correctly, or it is the question of selecting the right staff, since in his file, the Tin Whistle staff was empty, and the Voice staff was filled.

The font works OK, i have tested it in notepad doesn't mean much, for MuseScore (or Qt) it still needs to be installed for all users, that may net be needed for notepad

The font is installed for all users, I appreciate that it may be of no use in notepad but when I type d in notepad I get the correct tablature displayed.
I am struggling to get this plugin to work correctly and I am unsure why

Try opening the plugin in the plugin creator and run it from there. This may give error messages that may hint at what the problem is
Also make sure to run it against a Tin Whiste staff, not any other

Yes, as I wrote earlier, your first attachment - image below - had a "Voice" staff, while the Tin Whistle staff, which was supposed to be the first one involved, was empty. It couldn't fit. Again, this plugin works ONLY with a Tin Whistle staff, containing notes, of course :)

There are surely Irish music sites (in MIDI format for example) on the web. On musescore.com, I see this page: https://musescore.com/sheetmusic?text=tin+whistle
(but I don't know the quality of it - probably a bit of everything, from bad to very good)
