Apply staff spacing throughout a score with one click
Add new functionality to the Format>Style>Page dialog for spacing of staves that are less than 5 lines in height, in addition to regular 5 line staves, and/or a dialog to allow the composer to visually add fixed spacers that would be applied throughout the score. A visual spacing editor that takes the guesswork out of formatting the score.

Sorry.. it is entirely unclear to me which problem you're trying to solve and why it should differentiate between 5 lines staves and others.
Are you saying maybe you want more space above some given staff? Whether that's because it has less than five lines and you are trying to balance things visually, or it does have five lines but you want to make it clear it starts a new "section" within the ensemble, use Staff/Part Properties, Extra distance above staff for that.
If that doesn't solve your problem, please attach a sample score and explain what you are trying to do in more detail so we can understand and assist better.
