Changing Top and Bottom Page settings
I need to change the margin settings on my score to allow room for the Title and Arranger of a Concert Band chart.
Is there any way of changing the settings just on the first page of a score (not the parts, just the score).

No. You can change them for even and odd pages, and for score and parts, but nut for a single page of either
But for title, composer etc. there is the title frame
So, just use Add / Text / Title
