Audio output device does not change when "Select Playback device" in Windows 10

If I change the "Select Playback device" in Windows 10, Musescore continues to play output to the original device when it was loaded and even if I close the Musescore program and reopen it continues to output to same device unless I specify different device in "preferences" dropdown see screen shot of settings.

(Also could someone explain the different settings in the API drop down and why I would want to choose one or the other)
