  1. Open promenade demo
  2. Click on an empty part of measure 1 to select it
  3. Press Del to erase the notes in measure 1

Expected behavior: Measure 1 should have a whole-measure rest

Actual behavior: Measure 1 has a dotted whole-note rest (6 beats) even though measure 1 is only the length of 5 quarter-note beats

(Tested using r.2179 nightly and 0.9.5 stable, Windows XP)
