1) Open preferences>I/O
2) Select a different output device in the menu (I swapped from default to a bluetooth headset)
3) Press OK
Upon returning to the main work interface, you'll find all the toolbars at the top of the screen have fallen by around 3 cm. Trying to drag them back up won't work. Closing Musescore and rebooting it fixes the issue, but it also undoes the audio device change.

Almost certainly. But we still don't have foolproof steps to reproduce it, at least not using 3.5 Beta or a more recent development build.
Anyhow, workarounds would include changing or resetting your workspace (via View / Workspaces).
