This is by design as far as I can tell, the tie goes to the next note with the same pitch, even if that is not the next note.
This does enable things like described in https://musescore.org/en/node/267614
When you select a range to apply a tie, MuseScore starts a tie from each note in the selected range. If you select the last note where you don't want a tie to start, MuseScore will create a tie if possible to the next note of the same pitch no matter where it appears in the score after this note. This may be the next note, several measures away, or not at all if the same note does not appear again later in the score.

I see, what you mean. I got tie and slur mixed up.
Creating a tie is only to the next note and therefore you do not need to select a range.
