Is this type of notation correct or is it old?

The notation is what I expect to see, but someone decided it's wrong. You have to select the time signature, uncheck auto placement and use the inspector (x offset) to move it to the correct side of the bar line. You will then need to select the bar line and move it with the inspector to be against the other bar line.
WHat's correct depends on the context. If there is another key change within the repeat section, so it needs to change back to three flats upon taking the repeat, the notation shown in the original is correct. If there is not a second key change - so at the point when you take the repeat you are already in three flats - then MuseScore's default is correct. Ideally, we'd figure this out and do the right thing either way, and also ideally we'd provide an override to allow the either behavior regardless of which is correct for any given case (any number of editors from 100 years may have used different definitions of correctness than what modern editors do, after all, and you might wish to copy their notation for whatever reason).
Meanwhile, the workarounds involve disabling autoplace for the symbols involved, adding or removing leading space, and moving things around.
