Preferences Menu is not scalable or scrollable; menu disappears when attempting to scale

I open the preference menu. On my Lenovo laptop (running Windows 10), the entire menu does not fit on my display; re-scaling the window horizontally works fine however when I try to re-scale the window vertically the top border of the window moves down faster than my mouse does. Put simply, I move the border down 10 pixels with my mouse, but the actual border moves down 100 pixels. In reality, the proportion is much greater; so much so that the top border moves beyond the edge of the screen and I can't get the window back. I can't close the preferences window so I'm forced to end the Musescore process and restart the application.

Possible fixes: Making the entire preferences menu window scalable or fix the scaling factor. Allow the entire menu window to be minimized or maximized (preferred). Add a scroll feature to every tab of the Preferences menu (also preferred).
