This is likely to be a duplicate, but I couldn't find an issue thread for this so far.

So when "Hide empty staves" is on, if a piano part in a system only has notes on one stave, only that stave is visible, but usually we don't want that because the two staves of a piano part should be intact. So either make the part completely invisible when it has no notes, or make both staves visible otherwise.

There is the option in staff/part properties to hide only if the instrument is empty but it doesn't quite work the way I expect it to. This was added in response to suggestions such as this because there are reasons you don't want all piano staves visible as in the case of a score I'm currently working on that has between 2 and 4 staves in various places.

Yeah right so I'm changing my request to a score style. Individual parts can have their own properties regarding this.
