After plugging in my headphones, Musescore does not recognize them. I am able to use the headphones with every other program (on board audio test, YouTube, web browser). In order for Musescore to recognize the headphones I have to save and close, then reopen the file.

This is a known and documented requirement for MuseScore to use external input or output devices.
Try toggling the midi button, the. This does rescan the audio devices too
