Question About Measure Cutoffs

I have seen some scores where there is no barline at the end of a measure, the note that usually would be the last in the measure is moved elsewhere (see this link: https://digitalsongsandhymns.com/assets/images/products/39381/saved__re…), and I was wondering if there is an option in the software to move whatever your desired note(s) are to the lower part of the score, or if you have to change the actual time signature of the measure, then create a separate measure with those notes you wanted moved elsewhere.

P.S., Sorry if some of this is hard to understand, I couldn't think of a better way to ask my question.
