In jazz, the SUS7b9 chord is common. The playback today (in 3.5.x and 4.x-dev) is not ideal. While it's a minor issue, it would sound so much better with a simple fix.
Steps to reproduce issue:
1) Play the attached file: SUS7-Flat9-Playback.mscz
2) Notice how the second chord is too dissonant, as the flat-9 and the root are together.
3) Play the attached file: SUS7-Flat9-Preferred.mscz
4) Notice how the second chord separates the flat-9 from the root by almost an octave.

Another reason why it sounds bad is that you entered the chord symbol incorrectly. Correct spelling: Bb7sus4b9
You will hear the seventh note "suspended" (a maj7) instead of the third, in the format Bbsus7b9 that you wrote.
So by design I guess
