Adjusting "Scale" (Palette properties) for the Grace notes palette has no effect in any workspace.

Confirmed. Same for Beam Properties. As I recall when working on the palette scaling code, palettes icons drawn from pre-made icons as opposed to being ordinary score elements are not part of this.
