It is been split, there's now a Reset on the Page setting dialog and another on the Style settings dialog
(And I never realized that Reset style menu entry before, but would have needed it quite often)
These two adjustments you describe reset style to Default. This is exactly what I don't want. I have a saved style that that I have developed over the years the gets rid of unwanted-but-implemented features and applies text adjustments to scores in a way that I prefer. Please restore the option to reset to a user-supplied style.
This is exactly what Format > Reset Style did before
Format > Load style is to load a user supplied style, and that hasn't changed

It is a feature actually that MuseScore reads down-rev mss files. And even up-rev ones. But no guarantee that it'd work ;-)
