In order to investigate we would need you to attach the specific score you are having trouble with, and to give us precise steps to reproduce the problem (e.g., which measures to select). Also say which version of MuseScore.
For the record, the commands work just fine for me in 3.6.1 using any score I have tried.
the second line this piece is stretched all across the page, unlike lines above and below it. Neither the format stretch nor the properties stretch seem to respond to my attempt to make this two-note measure the same horizontal size as its precursors.
While we're at it, how to get rid of the extraneous time signature at the end of that line?

Never mind I found the layout marks, whose removal cleared up both issues.
