if all those staves belong to the same instrument, this is what the default setting for dynamics is. Choices are staff, part, system, part being the default
Interesting. When I vary dynamics in an SATB score for each part, the changes work. But not for the
bass clef vs treble clef on a piano score? Or the whole score? In stable version, not a problem.

In order to understand and assist better, we'd need you to attach your score and describe which dynamic marking you are having trouble with.

Its really quite simple.
If I mark a note pp in the treble clef the entire bar from then on is
dampened as pp dynamic.
If I mark a note ff in the bass clef, the bar from the same point
remains pp.
If I change the treble clef not to ff the entire bar from that point
becomes loud, and whatever is marked in the bass clef.
So the treble clef dynamic markings overide whatever is
marked in the parallel measure in the bass clef.
However, on one occasion the entire page of the score
changed to pp when I marked a note in the bass clef pp.

See the other responses. As mentioned, it is normal that by default, dynamics affect all staves of the current instrument, but no staves of other instruments. You can override this using the Inspector. If there is a particular dynamic marking in a particular measure you continue to have a problem with, again, we would need you to attach the actual score so we understand exactly what is going.

Indeed, on a 4 part SATB a dynamic affects on the the part it is attached to, on a 2-staff piano, it affectes the entire piano, both staves. You can change that via Inspector, to staff only or entire system
