In circumstances such as ties across a different Time Signature
or to match historical notation
would be useful to have adjustable half ties (right/left) or slurs to avoid collisions, i.e. the possibility of dividing the line in the middle by the handles.

Can probably be marked as a duplicate of #21438: Ties need to break at key and time signatures.
No. a hanging tie is (literally) just half of what's needed for a tie that breaks for time sigs. And needed separatly, like for into/out of repeats and voltas, see How to create ties leading into a 2nd ending.

As far as I can tell there are already issues for all of this, though. See for instance #310081: Support for ties across voltas / repeats and also the linked issues there.
If there is something not covered by these, probably best to open a new issue that clarifies how the new request from the existing ones.
