I can't get musescore to play anything because the volume is in negative db levels. Turning it all the way up brings the volume to 0.0 db.

The default setting in synthersizer is -40db. Anything higher pretty quickly results in clipping. Esp. when using dynamics above the default (the equivalent of mf)
Are you saying if you increase the volume you can hear it, but not at the default volume? That would indicate your system volume is too low. But yes, it's very normal that audio works in the negative realm, 0.0 is the maximum possible sound for digital audio.
