The piece is 4/4 or 16/16. The software writes the first measure with notes of the right duration.
Whereas the second measure is too short: I cannot input the last note as a 1/4 duration.
The programme keep turning it into a 1/16.

See that little - sign to the upper left of the measure(s)?

It indicates that this measure is shorter than what the time signature implies.
Right-click into the measure, and check the actual duration in measure properties.
And correct it there
