I tried to open new files from File>Open and it is consistently opening other files from the same folder. If I open them directly from the folder then they work.
I noticed that the file name started with a period .
Maybe that's connected somehow?

files starting with a dot and ending with a comma (and being hidden in Explirer) are backup scores MuseScore as of 3.5 (?) allows do open those directly (and no longer erquires the uses to renamed them, esp, rename the trailing comma away, which, esp. on Windows, is pretty cumbersome), but stores its own backup files in a .mscbackup folder, so these got to be pre 3.5 backup files. Just delete them or move into that (hidden) .mscbackup folder
