All "modal" (no other actions are possible) dialogs can be closed with escape. Pressing escape has the special meaning of leaving a state/mode you are in. Non modal dialogs (like the symbol palette) do not represent a special state and escape does nothing.
This is consistent behaviour and should not be changed.

On windows, you can close non modal dialog by Ctrl + F4, if the dialog is active of course
