It is quite possible that a palette may become surplus to requirements but may be impossible to delete if it was formerly one of the default palettes.
Suggestion: Enable the user to delete any palette in any workspace (even the default ones) as long as one palette is allowed to remain.

Can you explain more what you mean? I have no trouble deleting any palette, whether it is one of the defaults or not. Which workspace, which palette, how are trying to delete it, and what goes wrong when you try?
Only the "Hide Palette" option is available for preset palettes or their derivatives. The "Hide/Delete" option only exists for palettes created from new (using "Insert New Palette"). Same for all workspaces, preset or user-created. This is also the behaviour documented in the handbook.
