So It seems that from musescore 3.6 ish, there are arco and pizz palette becoming available so user doesn't have to put text and change the sound of strings manually from arco to pizzicato or vice versa. But apparently, the arco palette when I put them into use onto my score, the sound didn't change (still at pizzicato).

They do work. If they don't for you, please share the score.
They do need proper instruments though, ones that do have those channels. Not every instrument has them, just the bowed string ones and scores created with older version may not have them, but will once 'changing' the instrument to the same (which pick up the updated instument definitions).

I did use proper instrumen because I was writing for a strings orchestra. It seems it was a bug. The arco didn't work for the second violing, but it did work for the viola. So I put another violin, copy-paste the original second violin notes to the new violin, delete the former second violin and made the new violin into the second violin. It worked.
