Make sure it isn't running, like check in Task Manager and kill it there
If by "doesn't open" you mean nothing appears to happen at all, no error message or anything, probably it is indeed already running in the background. If you can't find it in your task manager to kill it, try rebooting.
If that doesn't fix it, please provide more information - what OS, what version of MuseScore, anything special about your display configuration (did you recently add, remove, or change monitors?). You might also try the steps in the Handbook under "revert to factory settings".
