Probably because you have "Break multimeasure rest" ticked in the bar properties (or measure properties if using US localisation). But it is impossible to tell from a picture. If that is not the reason please attach the score (.mscz file) so someone can provide a better diagnosis.

Thanks. Here is the project. I checked bar properties, break multimeasure rest is unticked.

It's ticked for bar 3.
First disable mmrests to allow accessing bar 3's properties and to be able to uncheck that option
