When trying to "not hide" an empty stave for a few bars for a part which empty bars hidden, and has other stretches that do indeed need hiding, it would be good to be able to request this (by way of a palette entry as suggested by Marc Sabatella) for the measure(s) in question.

Other possibilities include some way of attaching properties at the "system" level (perhaps by associating them with a break. And/or measure properties as has also been suggested. I mention the palette because it's easiest to apply, but there are possible advantages to other approaches. And they need not be mutually exclusive. For instance, adding the special palette item could simply set a property on the measure that is also available via the dialog.
